Request for approval of five development sites to be used as the baseline of comparison for the Economic Impact Study of the draft Cook County Watershed Management Ordinance

Dear Sir:
The Board of Commissioners granted authority for the draft Watershed Management Ordinance (WMO) to undergo an Economic Impact Study (EIS) on February 4, 2010. The Board of Commissioners subsequently approved a methodology for conducting the EIS on May 20, 2010.
In accordance with the authority and methodology approved by the Board of Commissioners, the Engineering Department selected five development sites permitted under the currently effective Sewer Permit Ordinance to serve as a baseline of comparison with the draft WMO. As requested by the municipal conferences of Cook County and the basis for the EIS, the existing site plans will be modified to graphically represent the amount of detention required by the draft WMO in comparison to the current Sewer Permit Ordinance. The WMO Advisory Committee convened on September 9, 2010 and reviewed the five selected developments. The WMO Advisory Committee reached general consensus that the five selected developments will suffice as the baseline of comparison for the EIS. The five selected developments are summarized below:

It is therefore requested that the Executive Director recommend to the Board of Commissioners that it approve the above listed development sites to serve as the baseline of comparison for the EIS.
