Dear Sir:
At 2:21 a.m. on September 21, 2010, Blower #6 at the Calumet Water Reclamation Plant encountered a phase fault trip. The motor protection relay (Simpro 100) indicated an overcurrent while the lock-out relay was active. There were no indications of any power quality issues regarding the Blower #6 fault. Preliminary investigation reveals that the blower motor windings became damaged.
Currently, there is no real blower back up at the Calumet Plant. The only reliably operating large blower left is Blower #7 in the new Pump and Blower Building, while the smaller Blower, (#5) in the old building, is still in service. Blower #2 is available sporadically, and Blowers #1, #3, #4, #6 and #8 are all out of service. Large Blower #8 is down for repairs, with the rotating assembly tentatively scheduled to be delivered to the Calumet WRP on or about October 11. If operation of Blower #7 is lost, Calumet will not meet the plant air demand needs and will not be able to meet our NPDES permit limits.
Consequently, we are preparing an M&O emergency Contract for expedited rehabilitation work on the Calumet Plant blowers consisting of: rehabilitation and reinstallation of one 5,700 horsepower, 13,200 volt induction motor for Blower #6; rehabilitation and reinstallation of one 1,750 horsepower, 12,000 volt synchronous motor for Blower #3; and replacing one starting reactor for a 2,250 HP, 12,000 volt synchronous motor on Blower #1. This is needed to restore normal treatment operations and protect the public health and safety. The Contractor who will perform the work is Midwest Service Center.
It is recommended that the Board of Commissioners declare an emergency affecting public health and safety with respect to the failure and rehabilitation of Blower Motors and appurtenances at the Calumet Water Reclamation Plant pursuant to Section 11.5 of the Purchasing Act, and authorize the award of a contract to effect needed rehabilitation without advertisement.
It is recommended that the District enter into an agreement with Midwest Service Center for Rehabilitation of Blower Motors and Appurtenances at the Calumet Water Reclamation Plant, Contract 10-800-01, in an amount not to exceed $350,000.00.
The emergency Contract 10-800-01 will terminate as of December 31, 2010, or upon restoration of adequate blower availability, whichever occurs first. Once the emergency blower motor rehabilitation is complete, the Executive Director will provide a complete report, including final cost, to the Board of Commissioners.
Therefore, it is recommended that the Board of Commissioners declare an emergency affecting public health and safety, and award Contract 10-800-01 for Rehabilitation of Blower Motors and Appurtenances, to Midwest Service Center, in an amount not to exceed $350,000.00.
Funds are available in Accounts 401-50000-645750 and 101-68000-612650.
