Authority to execute Amendment 8 to the Army Corps of Engineers License DACW 35-3-95-2001, extending the District’s right to use a portion of the Chicago Harbor Properties to moor its boats along the east-west wing wall of the Chicago River Controlling Works, west of the Old Coast Guard Station, and to maintain a boathouse for an additional four years, beginning January 1, 2011 and ending December 31, 2014.  Consideration shall be a nominal fee of $10.00

Dear Sir:

 

On January 1, 1995, the Army Corps of Engineers granted the Metropolitan Water Reclamation District of Greater Chicago (“District”) a license to use a portion of the Chicago Harbor Properties along the east-west wing wall of the Chicago River Controlling Works, west of the Old Coast Guard Station, for the placement of a mobile office trailer, or equivalent structure, and docking space for the District’s boats, parking for the District’s automobiles, and related functions, and for ingress and egress across other lands of the United States as required, for a term of two years commencing January 1, 1995 and ending December 31, 1996.  Since 1996, the License Agreement (“License”) has been renewed seven times for an additional two years each time and is now set to expire December 31, 2010.  The Maintenance and Operations Department (“M&O”) recommends that the License be renewed through the period ending December 31, 2014.

 

The M&O vessels use the above referenced location to moor the boats that conduct the debris removal along the waterways.  In addition, the District’s boathouse is located on the east-west wing wall and District personnel report and work out of that building.  Amendment 8 of the referenced License will be subject to the same terms and conditions as the prior License.  Consideration shall be a nominal fee of $10.00.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the execution of Amendment 8 to the Army Corps of Engineers License DACW 35-3-95-2001 extending the term of the license to December 31, 2014, and that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute Amendment 8 to the Army Corps of Engineers License DACW 35-3-95-2001, after same has been approved by the General Counsel as to form and legality.
