Authorization to Participate in the Midwestern Higher Education Compact, under the llinois Compiled Statutes, Chapter 45, Interstate Compacts 45 ILCS 155/ Midwestern Higher Education Compact Act.

Dear Sir:

 

Authorization is requested to participate in the Midwestern Higher Education Compact Act under Illinois State Statute (45 ILCS 155/).

 

The Midwestern Higher Education Compact Act (MHEC) was established in part to contain or reduce costs through the creation of group aggregation programs to procure goods and services for higher education institutions, which is also extended to all K-12 schools and all city, county, and other local governments located in a Member State.

 

The MHEC is one of four statutorily-created interstate compacts founded in 1991 and serves Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin, which comprise the Member States.

 

MHEC contracts are required to follow extensive competitive procurement processes similar to that of its Member States.  MHEC undertakes the time and expense of the Request for Proposal (RFP) process, thereby assisting education and government entities in this process.

 

The Department of Information Technology has requested participation under the MHEC to procure various equipment, software services and warranty services.  If approved, requests from the Department of Information Technology to utilize vendors under the MHEC will be forwarded to the Board of Commissioners for approval, and thereafter, the District will issue a purchase order and enter into an agreement with said vendor.

 

In view of the foregoing, it is recommended that the Metropolitan Water Reclamation District of Greater Chicago be authorized to participate in the MHEC.
