Dear Sir:

 

Contract documents and specifications have been prepared for the Distributed Control System (DCS) for West Side Pumping Station and Racine Avenue Pumping Station, in the Stickney Service Area at the request of the Maintenance and Operations Department.

 

The contract includes various areas in the West Side Pumping Station and Racine Avenue Pumping Station, identified by the Engineering Department and the Maintenance and Operations Department staffs over the last several years as requiring monitoring and control work for reliability, safety, redundancy, and/or energy efficiency, in the Stickney Service Area.  The contract will expand the DCS provided under Contracts 91-177-AE and 91-177-CE and provide the capability to control and monitor the West Side Pumping Station and Racine Avenue Pumping Station  from the Stickney Water Reclamation Plant Central Control Center.  This contract includes DCS equipment, instruments, sensors, motorized valve actuators, electrical motor starters, conduit, wire, and other associated work.

 

This is the final of four contracts that were planned to replace or upgrade controls throughout the entire Stickney Service Area.

 

The DCS manufacturer, Emerson Process Management, was previously selected through a request for proposal 01-RFP-12.  The DCS manufacturer will supply the system hardware, software, and system engineering to the installation contractor under a third-party agreement.  The use of one DCS manufacturer established a single source of supply for the four contracts, permits common hardware and software, and creates shared training, technical, and programming knowledge within the Stickney Service Area.

 

The estimated cost for the contract is $10,000,000.00.

 

The bid deposit for the contract is $400,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the Contractor’s Bond and shall be completed within 600 calendar days after approval of the Contractor’s Bond.  Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day the contractor is in default of the specified time for completion of the entire work.

 

The Multi-Project Labor Agreement will be included in the contract.

 

Revised Appendix D will be included in the contract.  The type of work to be performed under this contract is classified “Electrical” for the PCE utilization goals contained in the revised Appendix D.  The associated goals are 13% Minority Business Enterprises (MBE), 7% Women-owned Business Enterprise (WBE), and 10% Small Business Enterprises (SBE).  The PCE utilization goals do not apply to the portion of the work assigned to the DCS manufacturer.

 

The tentative schedule for this contract is as follows:

Advertise                      December 22, 2010

Bid Opening                     January 25, 2011

Award                     April 7, 2011

Completion                      November 28, 2012

 

Funds are available in Account 401-50000-645650.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 91-177-DE.
