Report to the Board of Commissioners on the Maintenance and Operations Department’s Affirmative Action Program in Solids Utilization Contracts in 2010 and Proposed Program for 2011

In 2010, the Water Reclamation District awarded 13 solids handling contracts with a total award value of $10,572,000. Eight of those 13 contracts contained Appendix D with a total award value of $7,742,000 which represents 73.2% of the total value of the solids handling contracts. These 13 contracts include 6 trucking contracts with a total value of $6,722,000 and 7 heavy equipment type contracts with a total value of $3,850,000.

*The PCE award amounts will be fully realized, contingent upon the Prime Contractors reaching the full award amounts. In addition, three heavy equipment contracts were awarded directly to PCE Contractors as follows:

These aforementioned contracts were structured to require the minimum number of units and maximum time periods while still meeting our operational needs. This was done to encourage PCE participants to bid. Success in obtaining protected class participation, as demonstrated by the above record, has been achieved in the Solids Utilization Program. The contracts awarded directly to PCE’s at an award value of $9,164,900 represent 86.7% of the total value of the solids handling contracts.
One multi-year contract was awarded in 2010 for beneficial reuse of biosolids for an approximately two-year period, having a total award value of $3,200,000. Appendix D applies to the truck hauling portion of this contract.
The 2011 Solids Utilization Program will include three contracts with a total projected award value of $15,534,000 over one to three years, as stated below.
One contract will be awarded for utilization of dried biosolids, having a total estimated value of $15,177,000 over three years. Appendix D applies to the truck hauling portion of this contract.
One of the 2011 contracts includes services of two sludge pumps and loading devices for a total projected value of $92,000. This contract does not include Appendix D and is structured to require the minimum number of very costly, special machinery units and the maximum time periods, while still meeting our operational needs. This encourages PCE bidding, as experienced in prior years.
One contract for landfill services, with a total award value estimated at $265,000, does not lend itself to Appendix D inclusion because of the specialized nature of those services.
In summary, the 2011 Solids Utilization Program includes one contract that includes Appendix D with a total award value estimated at $15,177,000 or 97.7% of the total projected award value.
A pre-bid conference will be held in the Board Room of the Water Reclamation District at 10:00 a.m. on Wednesday, December 1, 2010, so that all prospective bidders will be able to familiarize themselves with the details of the contracts. This will be similar to last year’s pre-bid conference.
This program will provide a fair share opportunity for PCE participation, while ensuring our prime operational needs for solids handling and utilization.
