Dear Sir:

 

On March 18, 2010, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 09-176-3P Sludge Thickening Facilities, to McHugh Construction, in an amount not to exceed $162,232,344.00.  The scheduled contract completion date is April 12, 2014.

 

As of November 19, 2010, the attached list of change orders has been approved.  The effect of these change orders resulted in an increase in the amount of $4,840.00 from the original amount awarded of $162,232,344.00.  The current contract value is $162,237,184.00.  The prior approved change orders reflect a 0.003% increase to the original contract value.

 

Item 1: A net extra in the amount of $12,366.88 to change the size of the steel casing underneath the railroad tracks between Area 52 and 53, from 60 inch to 66 inch.  The contract documents indicate that the steel casing is to house a 48-inch RCP sewer.  Since the outside diameter of the 48 inch pipe is too large to fit inside the proposed 60-inch casing, the casing size must be increased.  The proposal covers replacing the 60-inch casing with a 66-inch casing and revising the jack and bore accordingly.  The contractor submitted a cost proposal (COR-4) for an extra in the amount of $48,088.10 and a credit in the amount of $35,721.22, for a net extra in the amount of $12,366.88.  The engineer reviewed the proposal, found it reasonable, and stated via correspondence 733, that the Engineering Department would recommend its approval.

 

Item 2: An extra in the amount of $10,917.95 to resolve conflicts between the new storm sewer location and the existing electrical duct bank.  New manhole 34 lies directly over the existing electrical duct bank and new catch basin 35 lies directly above the existing electrical manhole.  Both the existing electrical duct banks that run north of the Laramie Avenue Gatehouse have bottom elevations that interfere with the storm sewer location as depicted in the contract.  The extra work includes relocating several structures including manhole 34 and catch basin 35, and rerouting the storm sewer to resolve the conflicts with the existing electrical duct bank.  The contractor submitted a cost proposal (COR-11) for an extra in the amount of $10,917.95.  The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence 730, that the Engineering Department would recommend its approval.

 

The above two change orders are in compliance with the Illinois Criminal Code since the changes are germane to the contract.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute two change orders to increase Contract 09-176-3P in an amount of $23,284.83 (0.01% of the current contract value), from an amount of $162,237,184.00, to an amount not to exceed $162,260,468.83.

 

Funds are available in Account 401-50000-645650.
