Authority to commence negotiations to purchase five lots located at 3, 5, 7, 9 and 11 Stephen Street in Lemont, Cook County, Illinois, in connection with Contract 05-711-3P "Wet Weather Reservoir, Lemont Water Reclamation Plant” and Contract 10-716-3P "Wet Weather Treatment Facility, Lemont Water Reclamation Plant”

Dear Sir:

 

The District’s Engineering Department is currently in the design phase of Contracts 05-711-3P and 10-716-3P for the Lemont Water Reclamation Plant involving, among other, the decommissioning of the plant and providing a pump station and reservoir in its place.  The projects are estimated to be advertised in late 2011.

 

Currently, access to the site is through a parking lot that is used for public parking and children’s activities.  The Engineering Department has determined that the construction traffic would be better facilitated and be safer through an alternate entrance to the Lemont Water Reclamation Plant site.  According to the Engineering Department, it is important to construct the driveway as soon as possible because a better access into the District’s Lemont Plant would be helpful with easing the construction traffic.

 

To facilitate such alternate entrance for the construction and thereafter for the future maintenance and operation of the proposed Pumping Station and Reservoir in Lemont, the Engineering Department has advised it is necessary to acquire five lots located at 3, 5, 7, 9 and 11 Stephen Street in Lemont.  Attached is a plat of survey depicting the subject properties identified as Lots 20 through 24.  Please note that the District already owns Lots 19 and 25.

 

Accordingly, it is requested that the Executive Director recommend to the Board of Commissioners that it issue Orders authorizing the Acting General Counsel to commence negotiations with the owner(s) or their representative(s) to purchase for the District’s corporate purposes fee simple title or such lesser interests to five lots located at 3, 5, 7, 9 and 11 Stephen Street in Lemont, Cook County, Illinois.  Any such transactions will ultimately be subject to the approval by the District’s Board of Commissioners.
