RESOLUTION FOR BOARD MEETING OF DECEMBER 16, 2010

RESOLUTION sponsored by the Board of Commissioners recognizing Frederick M. Feldman’s forty -one years of service to the District and congratulating him on his well-earned retirement

Body

 

WHEREAS, Frederick M. Feldman has been an employee of the Metropolitan Water Reclamation District of Greater Chicago since 1969 when he started in an entry level, Assistant Attorney Position; and

 

WHEREAS, Mr. Feldman retired from his post as General Counsel on November 17, 2010; and

 

WHEREAS, for 41 years, Fred has honorably served the District while rising through the rank in the Law Department serving as Assistant Attorney (1969-1972), Senior Assistant Attorney(1972-1976), Principal Assistant Attorney(1976-1983), Head Assistant Attorney(1983-1998), Deputy Attorney(1999-2005) and finally General Counsel(2005-2010); and

 

WHEREAS, Mr. Feldman earned a bachelor of Arts Degree in Political Science from North Park College and Theological Seminary in 1965 and a Juris Doctorate Degree From DePaul University, College of Law in 1968; and

 

WHEREAS, Fred’s advocacy on behalf of the District before the Hon, Charles J. Durham, Sr. in the matter of Metropolitan Sanitary District v. On-Cor Frozen Foods resulted in what remains one of the cornerstone’s of the District’s User Charge Ordinance to ensure the recovery of the operations, maintenance, and replacement costs incurred by the District in the treatment and disposal of the Community’s sewage and industrial wastes as required by the Federal Government; and

 

WHEREAS, Mr. Feldman was instrumental in many innovative and efficient solutions to varying problems in ownership of real estate by the District, including but not limited to administering a 10 year cooperative project to acquire the right of way in Lake County for the Buffalo Creek retention reservoir, developing groundbreaking concepts in negotiating air space of the District in order to construct the McMillan Annex at 111 E. Erie while providing a benefit to the taxpayers of Cook County by keeping the property on the tax rolls and using innovative and complex thinking to complete the agreement for the Thornton Quarry, a culmination of over 20 years of efforts by both the State and the District that resulted in a cost effective and workable solution allowing flood and pollution control benefits to be achieved at the earliest possible date; and

 

WHEREAS, Mr. Feldman was but one of a select few District employees to have received the ‘Outstanding Supervisory Employees” Award in cooperation with the Chicago Association of Commerce and Industry’s annual Superior Public Service Awards when he was selected over a cast of public employees in 1986; and

 

WHEREAS, the District has relied on Mr. Feldman as its Ethics Advisor in a time where scrutiny was unrelenting and the District’s reputation remained unblemished; and

 

WHEREAS, the Board of Commissioners and staff of the District extend their heartfelt wishes for as much success in his retirement as Fred has enjoyed throughout his career and extend our sincere gratitude to Mr. Feldman’s family, including his precious wife Helen and his daughters Susan and Barbara for allowing the District to take advantage of his outstanding commitment and unparalleled talents for the benefit of all residents of the District; and

 

NOW, THEREFORE, BE IT RESOLVED, that we, the Board of Commissioners of the Metropolitan Water Reclamation District of Greater Chicago, on behalf of ourselves and staff, do hereby recognize Frederick M. Feldman’s dedicated service for forty-one years as a lawyer and advocate for the Metropolitan Water Reclamation District and express our gratitude and appreciation for his work on behalf of the taxpayers of the District; and

 

BE IT FURTHER RESOLVED, that this Resolution be spread upon the permanent Record of Proceedings of the Board of Commissioners of the Metropolitan Water Reclamation District of Greater Chicago and that a copy of same, suitably engrossed, be presented to Frederick M. Feldman.
