Dear Sir:
Request for Proposal (RFP) documents have been prepared for Contract 25-RFP-24, Furnish, Deliver, and Install Web-Based Compliance Software, at the request of General Administration. The contract will begin on or around June 1, 2026, and expire on December 31, 2026.
The purpose of this contract is to procure and implement a centralized, web-based contract compliance software platform that will enhance the District’s capacity to manage and report Minority-Owned, Women-Owned, Veteran-Owned, and Small Business Enterprise participation. The system will streamline subcontractor utilization tracking, prompt payment verification, workforce and apprenticeship reporting, vendor certification management, and contract closeout documentation. It will also provide real-time dashboards and automated reporting to increase accuracy, transparency, and operational efficiency in the administration of the District’s contract compliance programs.
The estimated total cost for this RFP is approximately $250,000.00. This amount includes configuration, data migration, implementation support, system licensing, hosting, and training services. All expenditures for 2026 are estimated at $250,000.00.
A bid deposit is not required for this RFP.
Appendix A will be included in this contract. The Minority-Owned Business Enterprise (MBE) and Women-Owned Business Enterprise (WBE) utilization goal for this contract is: 5% MBE and/or WBE.

Funds are being requested in Account 101-15000-612430 and 612820. Funds for expenditures in 2026 are contingent upon the Board of Commissioners’ approval of the District’s 2026 budget.
