Dear Sir:
DisposAll Waste Services, L.L.C. ("DisposAll") has requested a 6-month permit to use a 5.45 acre portion of Main Channel Parcel 38.11 for a construction staging area. DisposAll is a subcontractor under a Chicago Transit Authority ("CTA") contract for the reconstruction of the CTA Red Line in Chicago, Illinois. Parcel 38.11 is presently vacant.
DisposAll proposes to use the parcel for storing items such as salvage track, ties, and related materials taken from the construction site, as well as machinery and equipment necessary for transporting them to and from the property. The District's technical departments have no objections to making this site available for such use.
The permit fee of $37,500 represents the pro-rata share of 10% of the appraised fair market value of the property, as determined by William J. Enright, MAI, of Appraisal Associates Incorporated, who recently performed an appraisal of the property at the request of the District.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 6-month permit to DisposAll Waste Service, L.L.C., for a construction staging area on approximately 5.45 acres of District real estate located at 6400 West 41st Street (northwest side of Canal Bank Road, west of Central Avenue) in Forest View, Illinois, known as Main Channel Parcel 38.11 (Portion). Consideration shall be $37,500.
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.
