Dear Sir:
On March 1, 2007, the Board of Commissioners passed an order authorizing the Purchasing Agent to issue purchase order and enter into an agreement with V3 Companies of Illinois, Ltd. (V3) for professional engineering services in the amount not to exceed $1,872,491.00 to perform professional engineering services for Contract 07-846-3S, Treatment Wetlands at Lockport Powerhouse Marsh and Centennial Trail Prairie-Marsh. Board Authority was received on April 19, 2007, to increase the purchase order by $84,739.00 to $1,957,230.00.
The additional consulting services consisted of providing wetland expertise to the District for a joint effort with the City of Chicago and other parties to investigate developing wetlands in the Lake Calumet Basin. The services, which include attendance at meetings, developing concept plans, and other activities, were to last approximately one year. At this time, further work is needed to determine if the District can and should initiate design, which would be requested and funded under a separate purchase order. The currently required work consists of preparation for and attendance at further coordination meetings with the City and regulatory agencies, creation and revision of exhibits, evaluation of current knowledge of contamination in the subject area, estimation of the cost of the next phase of engineering work, and other related work.
The funds expended for Phase I of the original contract were less than estimated. This was due to an elimination of a pump station building from the original concept, determining that a riverine flood plain modeling was not required at the Centennial Trail site, and less time required on permitting and coordination than expected. These savings will cover the projected costs for the additional requested services.
The amendment is in compliance with the Illinois Criminal Code since it is due to circumstance not reasonable foreseeable, and it is in the best interest of the District.
The estimated cost for this extra work totals $50,000.00. Sufficient funds for these services remain under the agreement with V3; therefore, an increase in the purchase order for the above work is not necessary.
In view of the above, it is recommended that the Board of Commissioners authorize the Purchasing Agent to amend the agreement to include the additional study and coordination on the Lake Calumet Wetlands Project.
