Dear Sir:
The Lockport Township Fire Protection District ("LFPD") had requested a 5-year permit to use the boat ramp at the Old Cargill site on Main Channel Parcel 15.05 in Lockport, Illinois to launch an emergency response boat from time to time as needed and to store the boat at the Lockport Powerhouse parking lot.
The LFPD boat will use the boat launch for activities related to fire protection, law enforcement, training, and emergency service needs along the Illinois waterways in the Lockport/Will County area. LFPD will be responsible for implementing safety protocols for its boats and their crews and for coordinating with other governmental or private entities issued permits to use the boat launch.
The District's technical departments have reviewed this request and have no objections thereto. The Maintenance and Operations Department has recommended that for safety and security reasons the boat be stored on a trailer in the lower level parking lot of the Lockport Powerhouse at 2400 South Powerhouse Road, rather than in the water, due to water elevation fluctuations. The boat may be docked temporarily in the water during safety exercises with prior approval from M&O Waterways.
It is recommended that the Board authorize the issuance of the permit for a nominal fee of $10.00 as is customary with governmental entities that use District property for public purposes.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 5-year permit to the Lockport Township Fire Protection District to use the boat ramp at the Old Cargill Site on Main Channel Parcel 15.05 in Lockport, Will County, Illinois to launch an emergency response boat and to store the boat at the Lockport Powerhouse parking lot. Consideration shall be a nominal fee of $10.00.
It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize the Chairman of the Committee on Finance and the Clerk to execute said permit agreement once approved by the General Counsel as to form and legality.
