Dear Sir:
Authority is requested to add Project 08-041-3P, Rehabilitation of Final Settling Tank Nos. 11, 12, 13 & 14 in Batteries A, B and C, Terrence J. O'Brien Water Reclamation Plant, to the Engineering Department Capital Improvements Program and the Capital Improvements Bond Fund.
The purpose of this project is to improve the reliability of the sludge and scum collecting system in twelve (12) final settling tanks. The existing sludge collecting mechanisms, which include rotating rake arms, center cages, influent feed wells and skimmer supports, are severely corroded. The increased risk of failure necessitates their replacement to ensure an appropriate level of service.
The project consists of the following:
1. Remove and replace the sludge and scum collector mechanisms, including influent baffle walls and supports, center cages, rake arms, and skimmers, in final settling tank Nos. 11, 12, 13 and 14 of
Batteries A, B and C (12 tanks total)
2. Paint the remaining existing components in the final settling tanks, including walkway bridges, center support structures (diffusers), drive turntables, drive units, scum piping, and scum troughs.
3. Repair concrete inside the twelve (12) final settling tanks and their surrounding slabs.
4. Repair concrete walkways for eight (8) primary settling tanks (1 through 8).
The estimated cost of this project is $3,800,000.00.
