Dear Sir:

 

Authorization is requested to issue a purchase order to the Illinois Institute of Technology (IIT), under the Master Agreement (MA), to conduct a review of the odor monitoring program and identify odor control technology for each treatment process at the Stickney Water Reclamation Plant (WRP). This work will be supervised by the Maintenance & Operations (M&O) Department. The work will be performed by the staff of IIT's Civil, Architectural, and Environmental Engineering (CAEE) Department. The project duration will be approximately 27 months and all work will be completed on or before December 31, 2010.

 

The purpose of this study is to identify inorganic and organic odorous compounds and their sources and to develop and recommend technology to control odor for treatment processes. Additional tasks include the identification of potential sources of particulate emissions, the magnitude of these emissions and control strategies, if necessary.

 

The Principal Investigators (PI) for this project will be Dr. Kenneth Noll, P.E., Dr. Demetrios Moschandreas and Dr. Krishna Pagilla. All three PIs are Professors of Environmental Engineering at IITs CAEE and have considerable experience in air emissions measurements and control strategies at full scale operating plants located in Chicago, New York City and California. Because of his familiarity with the District, Mr. Bernard Sawyer (Assistant Director of Research and Development, MWRD, Retired) will serve as a consultant to assist IIT in monitoring planning, field work, quantitative analysis and quality control of data and reports, and also coordination with R&D staff for data collection.

 

The work performed by IIT's CAEE Department under the MA is for the services of individuals possessing a high degree of professional skill where the ability or fitness of the individual plays an important part. Therefore, the services obtained are not adaptive to award by competitive bidding pursuant to Section 11.4 of the District's Purchasing Act.

 

In view of the above, it is requested that the Purchasing Agent be authorized to issue a purchase order to IIT in an amount not to exceed $794,200.00. The estimated 2008, 2009 and 2010 expenditures are $442,200.00, $314,600.00 and $37,400.00 respectively. Funds for the 2008 expenditure are available in Account 101-66000-601170. Funds for the 2009 and 2010 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
