Dear Sir:
On March 20, 2008, the Board of Commissioners passed an order authorizing the Purchasing Agent to advertise for bids, Contract 08-967-11 Security Fence Replacement in the Stickney Service Area.
In response to a public advertisement of June 18, 2008, a bid opening was held on July 15, 2008. The bid tabulation for this contract is:
COMPLETE FENCE, INC. *$39,072.00
FENCE MASTERS, INC. $48,000.00

One hundred ninety-one (191) companies were notified of the contract being advertised and fifteen (15) companies requested specifications.
Complete Fence, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $45,000.00, placing the bid of $39,072.00, approximately 13.2 percent below the estimate.
Complete Fence, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required. It is anticipated that the following construction trades will be utilized on this contract: Iron Workers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions. In order for Complete Fence, Inc., to comply with the MPLA, they intend to subcontract to Northern IL Fence Inc., who is signatory to Local 63.
In view of the foregoing, it is recommended that the Purchasing Agent be authorized to award Contract 08-967-11, to Complete Fence, Inc., in an amount not to exceed $39,072.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Purchasing Agent. Funds are available in Account 101-69000-612420.
