Dear Sir:

 

On April 3, 2008, the Board of Commissioners authorized the Purchasing Agent to advertise for bids, Contract 08-729-11 Services to Upgrade a Ten Ton Overhead Crane in the Process Control Building at the North Side Water Reclamation Plant.

 

In response to a public advertisement of May 14, 2008, a bid opening was held on June 3, 2008.  The sole bid received for this contract was:

 

SIEVERT ELECTRIC SERVICE & SALES COMPANY                     $63,950.00

 

Four hundred fifty-one (451) companies were notified of the contract being advertised and nine (9) companies requested specifications.

 

The Purchasing Agent has reviewed the bidders’ list for this contract, and is satisfied that the market for this service has been adequately solicited.  A planholders’ survey revealed the following reasons for firms not bidding:  not able to meet the requirement of union labor and bid deposit too high.  In light of these findings, the Purchasing Agent is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.

 

Sievert Electric Service & Sales Company, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract was $65,000.00, placing the bid of $63,950.00, approximately 1.6 percent below the estimate.

 

Sievert Electric Service & Sales Company has executed the Multi-Project Labor Agreement certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  Electricians and Ironworkers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

In view of the foregoing, it is recommended that the Purchasing Agent be authorized to award Contract 08-729-11, to Sievert Electric Service & Sales Company, in an amount not to exceed $63,950.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Purchasing Agent.  Funds are available in Account 101-67000-612650.
