Dear Sir:

 

Contract documents and specifications have been prepared for Blower Nos. 9 & 10 and Air Main Installation at the Calumet Water Reclamation Plant, at the request of the Maintenance and Operations Department.

 

This contract involves the installation of two new 75,000 CFM blower assemblies, installation of a 60-inch diameter air main, replacement of two existing 5,700 HP motors with 6,000 HP motors on two existing blowers, rehabilitation of the intake air filtration system and dust collection system, and other related modifications at the Blower Building at the Calumet Water Reclamation Plant.

 

The purpose of this contract is to provide the Calumet plant with intermediate-sized blowers, to enable operators to turn off one of the existing large blowers under lower air demand situations, thus reducing energy consumption. The purpose of the contract is also to provide increased reliability of the existing blowers, create a looped air main system for improved air distribution to all aeration batteries, and return the operating efficiency of the intake air filtration system to like-new condition.

 

The estimated cost of the contract is $15,000,000.00.

 

The bid deposit for this contract is $600,000.00. 

 

The contract specifications require all work to be completed within 930 calendar days after approval of the Contractor’s Bond.  Liquidated damages are $500.00 for each calendar day that the Contractor is in default of completing all work in the time specified.  

 

The Multi-Project Labor Agreement will be included in this contract. 

 

Revised Appendix D will be included in this contract.  The type of work to be performed under this contract is classified “Mechanical” for the PCE utilization goals contained in the Revised Appendix D.  The associated goals are 20% Minority-owned Business Enterprises (MBE), 9% Women-owned Business Enterprises (WBE), and 10% Small Business Enterprises (SBE). 

 

The tentative schedule for this contract is as follows:

Advertise                      September 10, 2008

Bid opening                      October 21, 2008

Award                     December 4, 2008

Completion                      June 30, 2011

 

Funds are available in Accounts 401-50000-645650, 645750 and 101-50000-612650.

 

In view of the foregoing, it is recommended that the Purchasing Agent be authorized to advertise Contract 06-218-3M.
