Title
Authority to issue a 2-month permit to North American Coatings, LLC to traverse Main Channel Parcel 31.01 and the Harlem Avenue Solids Management Area via Canal Bank Road to reach IDOT's US 12/20/45 (LaGrange Road) bridge located in Willow Spring, Illinois, to clean and paint the bridge structure. Consideration shall be a document preparation fee of $2,500.00

Dear Sir:
North American Coatings, LLC has requested to traverse the District's Main Channel Parcel 31.01 and the Harlem Avenue Solids Management Area (HASMA) via Canal Bank Road to reach IDOT's US 12/20/45 (LaGrange Road) bridge located in Willow Spring, Illinois, to clean and paint the bridge structure.
Only access through Main Channel Parcel 31.01 and HASMA is being requested to reach the IDOT bridge structure. The cleaning and painting of the bridge structure will be completed within IDOT's LaGrange Road right-of-way located in Willow Spring, Illinois. Parcel 31.01 is vacant.
The District's technical departments have reviewed the request and there are no objections to issuing this permit.
A fair market value fee would yield less than the District's minimum $2,500.00 fee. A $2,500.00 document preparation fee is therefore recommended.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 2-month permit to North American Coatings, LLC to traverse Main Channel Parcel 31.01 and the Harlem Avenue Solids Management Area via Canal Bank Road to reach IDOT's US 12/20/45 (LaGrange Road) bridge located in Willow Spring, Illinois, to clean and paint the bridge structure. Consideration shall be a document preparation fee of $2,500.00.
It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
