Dear Sir:
 
Due to a severe rainstorm on Monday, August 4, 2008, the Racine Avenue Pumping Station (RAPS) lost power and was flooded by rapidly rising water in the influent intercepting sewer. RAPS is now isolated and bypassed until RAPS is completely dewatered.
 
At the request of the Chief of Maintenance and Operations and due to the exigent circumstances, the General Superintendent declared an emergency affecting public health or safety, as contemplated by Section 11.5 of the Purchasing Act,  to immediately dewater, conduct equipment inspections and assess any needed repairs that would be deemed necessary to restore RAPS to an operational status. RAPS is an integral part of TARP and must be restored to normal pumping operations to avoid flooding, pollution of the waterways, and the spread of disease; all of which is essential to the protection of the public's health and the environment.
 
Midwest Service Center, LLC, has been mobilized to perform the inspection of equipment and the refurbishing and/or rewinding of the main sewage pump motors following dewatering of the pump station. The emergency Contract 08-900-05 will terminate as of December 31, 2008. Once the pump motor repairs are complete, the General Superintendent will provide a complete report, including costs, to the Board of Commissioners.
 
Therefore, it is recommended that the Board of Commissioners ratify the General Superintendent's action to declare an emergency affecting public health or safety which will terminate on December 31, 2008, pursuant to Section 11.5 of the Purchasing Act, and award Contract 08-900-05 to Dewater, Inspect and Otherwise Re-commission the Racine Avenue Pumping Station, to Midwest Service Center, L.L.C., in an amount not to exceed $700,000.00.
 
Funds are available In Account 901-30000-667220.
