Dear Sir:
Contract documents and specifications have been prepared for Contract 06-157-3P, Diffuser Plates Replacement Batteries C & D, Stickney WRP at the request of the Maintenance and Operations Department.
The contract includes the following:
1. Replacement of all diffuser plates in aeration tanks in Batteries C and D.
2. Replacement of the diffuser plate holders as necessary in aeration tanks in Batteries C and D.
3. Replacement of air mains in aeration tanks in Batteries C and D.
4. Replacement of air piping for diffuser plates in aeration tanks in Battery C as necessary.
5. Replacement of all air piping for diffuser plates in aeration tanks in Battery D.
6. Replacement of drain stems for aeration tanks in Battery D.
7. Replacement of air mains and air piping system in influent channels, return activated sludge channels and mixing channel in Battery D.
8. Repair of concrete expansion joints in aeration tanks in Batteries C and D.
9. Repair of concrete and cracks in aeration tanks, channels and operating galleries.
The purpose of the contract is to restore the oxygen transfer efficiency of the existing facilities to their new condition by replacing broken, eroded, and worn diffuser plates.
A Construction Permit is not required from the Illinois Environmental Protection Agency.
The estimated cost of the contract is $17,000,000.00.
The bid deposit for the contract is $560,000.00.
The contract specifications require that all work to be completed within 730 calendar days after approval of the Contractor’s Bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $500.00 for each calendar day the contractor is in default of the specified time for completion of the entire work.
The Multi-Project Labor Agreement will be included in the contract.
Revised Appendix D will be included in the contract. The type of work to be performed under the contract is classified “Mechanical” for the PCE utilization goals contained in the Revised Appendix D. The associated goals are 20% Minority-owned Business Enterprises (MBE), 9% Women-owned Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).
The tentative schedule for the contract is as follows:

Completion January 3, 2011
Funds are available in Accounts 101-50000-612650 and 401-50000-645750.
In view of the foregoing, it is recommended that the Purchasing Agent be authorized to advertise Contract 06-157-3P.
