Dear Sir:
Authority is requested by the Chief of Maintenance and Operations for the Board of Commissioners (Board) to declare an emergency to procure services and materials to install station batteries for the Facilities Building at the Mainstream Pumping Station.
On July 15, 2008, an unplanned/extended power outage event exerted a high discharge loading of the Facilities Building station batteries. The control and protection of the pump station has been compromised. The station batteries source the pump station’s UPS inverter and 125 VDS bus, which supply critical control power to power distribution equipment, main sewage pump controls, as well as to switchgear protective relays. The station batteries were to be replaced in 2009. However, results from tests performed on the batteries after the outage, warrant replacement as soon as possible.
Replacement of the batteries as soon as possible is deemed essential to the protection of public safety.
In accordance with Section 11.5 of the Purchasing Act, it is requested that the Board of Commissioners declare an emergency affecting public health and safety and that the Board of Commissioners authorize the Purchasing Agent to enter into an agreement with Divane Bros. Electric Co. for Emergency Services and Materials to Install Station Batteries for the Facilities Building at the Mainstream Pumping Station, Contract 08-900-04, in an amount not to exceed $85,000.00.
It is requested that the Board approve the date on which the emergency is to terminate as December 31, 2008.
Funds are available in Account Number 101-69000-612600.
