Contract documents and specifications have been prepared for Contract 04-131-2D, Rehabilitation of the A/B and C/D Service Tunnels - Phase One, at the Stickney WRP.
The purpose of the project is to perform permanent repairs on two deteriorated segments of the A/B and C/D Service Tunnel structures, which are approximately 70 years old and contain utilities which are vital to plant operations. This project is required to restore the structural integrity of deteriorated concrete slabs, walls, beams, and columns and install waterproofing membrane and a drainage system to minimize future leakage into the tunnels and prevent deterioration of the tunnels.
The project consists of the following:
1. Completion of structural repairs, installation of waterproofing membrane and a drain tile system, and backfilling and repaving of approximately 110 lineal feet of the A/B and 130 lineal feet of the C/D Service Tunnels located between the Battery A Effluent Conduit and the Pump and Blower House. Structural repairs were initiated under Contract 06-153-9D, Emergency Repairs of the A/B and C/D Service Tunnels, and Change Order 004 under Contract 01-198-AD, Demolition of Sludge Disposal Building and Rehabilitation of P&BH, and Coarse Screen Building.
2. Structural repairs of approximately 130’ lineal feet of the C/D Service Tunnel between Column Lines 25 and 37, including installation of waterproofing and a drain tile system.
3. Temporary and/or permanent relocation of Electrical, Mechanical, and Process utilities located in the A/B and C/D Service Tunnels to facilitate concrete repairs of the tunnel walls and roof.
4. Repairs of Condenser Conduits 1, 2, and 3 between the Condenser Screen House and the Pump and Blower House.
5. Regrading and reseeding the area west of 12th Street and H Street, where excavated spoils from Contract 06-153-9D were stored.
6. Structural repair of pump discharge conduits 1 through 7 at West Side Pumping Station.
7. Repair and insulate the air mains inside the rehabilitated sections of service tunnels and improve the tunnel ventilation system.
The estimated cost for this contract is $9,674,000.00.
The bid deposit for this contract is $387,000.00.
The contract specifications require that all work shall be completed within 730 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
The Multi-Project Labor Agreement will be included in this contract.
Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General and Heavy Construction” category for establishing PCE utilization goals. The PCE utilization goals, for this contract, are 20% Minority Business Enterprises (MBE), 10% Women’s Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).

Funds are available in Account 401-50000-645750.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 04-131-2D.
