Title

Authority to issue a 3-year permit to the Illinois Environmental Protection Agency to use a 10’ x 10’ area of District land to construct, monitor, maintain and remove an ambient air monitor at the District’s aeration station site located at 127th Street and State Streets in Chicago, Illinois.  Consideration shall be $10.00.

Dear Sir:

 

The Illinois Environmental Protection Agency (“IEPA”) has requested a 3-year permit to use a 10’ x 10’ area of District land to construct, monitor, maintain and remove an ambient air monitor at the District’s aeration station located at 127th Street and State Street in Chicago, Illinois.

 

The IEPA is required to submit an annual air monitoring network plan to the U.S. Environmental Protection Agency and has determined the need for a lead monitor relevant to lead modeling studies conducted on the Arcelor Mittal facility located in Riverdale, Illinois.  The IEPA identified the SEPA station as an acceptable monitoring location based on the modeling study and federal regulations.  Air monitoring at this location will provide air pollution data in a timely manner, support compliance with ambient air quality standards and emission strategy development for National Ambient Air Quality Standards, and provide support for air pollution research studies.

 

Placing the air monitor on the site will require the IEPA to install a concrete pad to secure a fence or similar security measure to protect the monitor from vandalism and a basic shelter made of plastic or metal will also be constructed for completing paper work.  The IEPA requests use of the District’s electrical supply at this location and has indicated that the units consume the amount of electricity similar to that of a residential vacuum cleaner.  IEPA staff will need to access the monitor once or twice a week on a 6 day rotation, excluding access for repairs or to collect and replace filters.  The technical departments have no objections to issuing a 3-year permit to the IEPA for use of the area.  A nominal fee of $10.00 is recommended as the IEPA is a governmental agency using the land for a public purpose.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 3-year permit to the Illinois Environmental Protection Agency to use a 10’ x 10’ area of District land to construct, monitor, maintain and remove an ambient air monitor at the District’s aeration station located at 127th Street and State Street in Chicago, Illinois.  Consideration shall be $10.00.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the permit agreement after it is approved by the General Counsel as to form and legality.
