Authority to issue a 1-day permit to the City of Blue Island to use the park area of the District’s SideStream Elevated Pool Aeration (SEPA) Station No. 3 located along the north bank of the Cal-Sag Channel at Western Avenue, in Blue Island, Illinois, as a viewing area for the City of Blue Island’s “4th Annual Light Up the River” boat parade on the Cal-Sag Channel, consideration shall be $10.00

Dear Sir:

 

The City of Blue Island has requested a 1-day permit to use the park area of the District’s SEPA Station No. 3 located along the north bank of the Cal-Sag Channel at Western Avenue, in Blue Island, Illinois, as a viewing area for the City of Blue Island’s “4th Annual Light Up the River” boat parade on the Cal-Sag Channel. 

 

The City of Blue Island is requesting permission to use the park area of SEPA Station No. 3 on August 23, 2008.  Therefore, the permit will be for that day.  The City of Blue Island has advised that the SEPA Station viewing area will be marked as “open to the public from 6:00 pm to 9:30 pm”The City of Blue Island Police Department will supply security not only at the park entrance, but in several locations throughout the park.  The City of Blue Island Public Works Department will clean the area (of glass and debris) prior to August 23, 2008.  There will be no alcohol allowed.  No food or drinks will be sold or served at the event.  The Blue Island and Alsip Marine Units and the United States Coast Guard will be leading the parade and patrolling the waterway.

 

The City of Blue Island has requested a waiver of the five thousand dollars ($5,000.00) indemnity bond and the environmental insurance coverage requirements since the proposed use will not present environmental hazards.  There are no objections to this request.  The District’s technical departments have reviewed the request and have no objections thereto subject to certain conditions.  The permit will otherwise be subject to the District’s standard requirements.

 

It is requested that the General Superintendent recommend to the Board of Commissioners that it authorize and approve the issuance of a 1-day permit to the City of Blue Island to use the park area of the District’s SEPA Station No. 3 located along the north bank of the Cal-Sag Channel at Western Avenue, in Blue Island, Illinois, as a viewing area for the City of Blue Island’s “4th Annual Light Up the River” boat parade on the Cal-Sag Channel.  Consideration shall be $10.00.

 

It is further requested that the General Superintendent recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the Attorney as to form and legality.
