In December 2017, the District invited local Cook County governmental entities to submit an application for potential funding assistance with local flooding issues through the District’s Phase II Stormwater Management Program (Phase II).  The applications were sent to the chief elected official in each jurisdiction as well as agency and other government organization officials, along with being posted on the District’s website.  The Engineering Department received 64 applications between December 2017 and February 2018.

 

Staff has reviewed all of the Phase II project submittals, which were split up into two different categories, “Shovel Ready” and “Conceptual.” Shovel Ready projects are those that have a completed or nearly completed design, in which District funding assistance is requested to construct needed stormwater improvements to address known flooding issues.  34 Shovel Ready project applications were submitted by 27 individual applicants (including municipal, township, and county governmental agencies).  Based on a review of these projects’ intended stormwater benefits, the communities’ household median income, and potential for coordination with other infrastructure improvements, 14 out of the submitted 27 Shovel Ready projects are hereby recommended for District funding assistance towards implementation of the proposed projects listed on the attached table. An exhibit displaying the locations of these projects is also attached.

 

In regard to the Conceptual projects being considered for potential engineering assistance by the District, there were 30 applications that were submitted by 25 individual applicants.  A separate request will be prepared and presented at an upcoming Board of Commissioner’s meeting for authorization to proceed with the recommended Conceptual projects.

 

It is hereby requested that the Board of Commissioners authorize the District to negotiate Intergovernmental Agreements (IGAs) with the entities identified on the attached list to allow for the District to assist in the furtherance of these projects.  The terms and conditions of the IGA’s, including funding assistance to be provided by the District as well as requirements of the local partner agencies, will be defined through negotiations between the District and the involved entities.  Once the parties agree in principle, authority to enter into the individual IGAs will be sought from the District’s Board of Commissioners.
