Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Brinkmann Instruments, Inc. d/b/a Metrohm USA, Inc. (Metrohm), for preventive maintenance for an Ion Chromatograph and Alkalinity Titrator at the Egan Analytical Laboratory at the John E. Egan Water Reclamation Plant (WRP).  This purchase order will begin on January 1, 2021 and expire on December 31, 2021.

 

The Ion Chromatograph (IC) is used to determine chloride, fluoride, and sulfate concentrations, and the Alkalinity Titrator is used to determine alkalinity (buffering capacity). Samples analyzed include NPDES permit and process control samples from the seven District WRPs, Chicago Area Waterways System monitoring, and support requests from the Industrial Waste and Environmental Monitoring and Research Divisions.  The preventive maintenance services will keep Metrohm’s IC and Alkalinity Titrator running properly and minimize any potential downtime that could occur. These services, provided by a vendor-trained technician, will ensure that the instruments are running at peak performance and extend the instrument life.

 

Metrohm, the sole-service provider for preventive maintenance for the IC and Alkalinity Titrator systems, has submitted pricing for the services required.  Inasmuch as Metrohm is the only source of supply for the goods and services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

Metrohm is in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement (MPLA) is not applicable because the classification of work does not fall under the provision of the MPLA.

 

The Affirmative Action Ordinance is not included because Metrohm is the sole provider of the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with Brinkmann Instruments, Inc. d/b/a Metrohm USA, Inc. in an amount not to exceed $14,323.00

 

Funds for the 2021 expenditure, in the amount of $14,323.00, are being requested in Account 101-16000-612970 and are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
