TRANSMITTAL LETTER FOR BOARD MEETING OF FEBRUARY 3, 2022

COMMITTEE ON PROCUREMENT

Mr. Brian A. Perkovich, Executive Director

Title

Report on rejection of bids for Contract 22-105-11, Furnish and Deliver Lab Supplies, Glassware and Chemicals for various location, estimated cost $45,000.00

Body

Dear Sir:

On October 7, 2021, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 22-105-11, Furnish and Deliver Lab Supplies, Glassware and Chemicals for various location.

In response to a public advertisement of November 3, 2021, a bid opening was held on November 16, 2021. The bid tabulation for this contract is:

COLONIAL SCIENTIFIC, INC.                       $27,800.00

A review of the sole bid submitted by Colonial Scientific, Inc., revealed that they provided various ranges for the percent discount in their proposal. The contract allows the bidder to provide a one fixed percentage discount off manufacturer’s price.  A range of discounts is not in compliance with the requirements of the contract documents.  Therefore, the Director of Procurement and Materials Management has rejected this bid in the public’s best interest and informed Colonial Scientific, Inc.of this action.

The Monitoring and Research Department will not re-advertise this contract at this time and is exploring other methods with the Procurement Department to meet their needs of procuring miscellaneous lab supplies, glassware and chemicals that are not carried in the storerooms.

Respectfully Submitted, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:bn
