Dear Sir:

 

On July 15, 2021, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 21-847-12, Truck Hauling of Liquid Sludge from the Lemont Water Reclamation Plant. 

 

In response to a public advertisement of October 27, 2021, a bid opening was held on November 16, 2021.  All bids were rejected as reported at the December 2, 2021, Board Meeting. 

 

In response to a public re-advertisement of December 15, 2021, a bid opening was held on January 11, 2022. The bid tabulation for this contract is:

 

   ANTHEM EXCAVATING & DEMOLITION, INC.                                                                                              $348,600.00

                     SYNAGRO CENTRAL, LLC                                                                         $377,650.00

   GWO TRUCKING, INC.                                                                              *$1,332,648.00

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the estimated quantities, is not to exceed $355,700.00.

 

Anthem Excavating & Demolition, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $355,700.00, placing their bid of $348,600.00 approximately 2 percent below the estimate.

 

The Multi-Project Labor Agreement (MPLA) is not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D and Appendix V were not included in this contract because there is an insufficient availability of M/W/S/VBEs to provide the services required on this contract.

 

The contract shall commence upon approval of the contractor’s bond and shall terminate two years thereafter, or upon expenditure of available funds, whichever occurs sooner.

 

The contract will require approximately three (3) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 21-847-12 to Anthem Excavating & Demolition, Inc., in an amount not to exceed $355,700.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2022 expenditures, in the amount of $140,000.00, are available in account 101-68000-612520.  The estimated expenditures for 2023 are $170,000.00 and for 2024 are $45,700.00.  Funds for 2023 and 2024 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
