Dear Sir:

 

On May 5, 2022, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 22-617-11, Power Distribution Equipment Inspection and Repairs. 

 

In response to a public advertisement of August 10, 2022, a bid opening was held on August 30, 2022.  The bid tabulation for this contract is:

 

                     JAMERSON & BAUWENS ELECTRICAL CONTRACTORS, INC.                     *$762,729.30

The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited.  A planholders’ survey

Revealed the following reason for not bidding: do not have adequate staff to do the work and it was out of their scope of services.  In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract. 

 

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract should usage differ from the quantities, is not to exceed $613,800.00.

 

Jamerson & Bauwens Electrical Contractors, Inc., the sole bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $613,800.00, placing their bid of $762,729.30 approximately 24.3 percent over the estimate.

 

Jamerson & Bauwens Electrical Contractors, Inc., has executed the Multi-Project Labor Agreement (MPLA) Certificate as required.  It is anticipated that the following trades will be utilized on this contract:  electricians.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will require approximately four (4) people for the services.

 

The Affirmative Action Ordinance, Revised Appendix D and Appendix A were not included in this contract due to the specialized nature of the services. There were no available M/W/S/VBE subcontractors to perform this scope of work.

 

The work under this contract shall commence upon approval of the Contractor’s Bond and terminate three years thereafter.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 22-617-11 to Jamerson & Bauwens Electrical Contractors, Inc., in an amount not to exceed $613,800.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2022 expenditure, in the amount of $204,600.00, are available in Accounts 101-67000, 68000, 69000-612240, 612650, 623070.  The estimated expenditures for 2023 are $204,600.00, and for 2024 are $204,600.00.  Funds for the 2023 and 2024 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
