Title

Authority to issue a 2-year permit to Inliner Solutions, LLC, to use 2.31± acres of District real estate located along the North Shore Channel between Oakton Street and the CTA Yellow Line tracks, known as North Shore Channel Parcel 6.06, for staging, equipment storage and other purposes related to District Contract 10-047-3S North Shore Rehabilitation, NSA. Consideration shall be an annual permit fee of $46,426.00.

Dear Sir:

 

On January 18, 2024, the Board of Commissioners awarded Contract 10-047-3S North Shore 1 Rehabilitation, NSA, to Inliner Solutions, LLC (“Inliner”). The contract consists of rehabilitating 14,792 feet of sewer and connected manholes and drop shafts, and is expected to take approximately two years to complete. Inliner is in need of space to stage for the project and has requested to use North Shore Channel (“NSC”) Parcel 6.06 for this purpose due to its proximity to the project.

 

NSC Parcel 6.06 consists of 2.31± acres of District real estate located along the channel between Oakton Street and the CTA Yellow Line tracks in Skokie, Illinois. The parcel was previously leased to Builder’s Asphalt, LLC (“Builder’s”), who utilized the site as an asphalt plant since 1960. The lease expired in February of this year and Builder’s vacated the site at that time.

 

The District’s technical departments have reviewed Inliner’s permit request and have no objections thereto. The recommended annual permit fee is $46,426.00, which represents 10% of the fair market value based on an appraisal obtained by the District.

 

It is requested that the Acting Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 2-year permit to Inliner Solutions, LLC to use 2.31± acres of District real estate located along the North Shore Channel between Oakton Street and the CTA Yellow Line tracks, known as North Shore Channel Parcel 6.06, for staging, equipment storage and other purposes related to District Contract 10-047-3S North Shore Rehabilitation, NSA. Consideration shall be an annual permit fee of $46,426.00.

 

It is further requested that the Acting Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said Permit Agreement after it is approved by the General Counsel as to form and legality.
