RESOLUTION FOR BOARD MEETING OF AUGUST 10, 2023

RESOLUTION sponsored by the Board of Commissioners recognizing August 24th as Ukraine’s Independence Day
Body
WHEREAS, on March 4, 1990, the first competitive elections were held to elect members to the Ukrainian parliament. The Communist Party’s control of Ukraine was broken after a number of seats were lost and some members resigned. By mid-May 1990, the Communist Party held only 239 of the total 450 seats in parliament; and
WHEREAS, seizing on what was viewed as weakened Communist Party rule, on July 16, 1990, Ukraine declared its sovereignty from the Soviet Union. The following year, July 16th was celebrated as Ukraine’s Independence Day; and
WHEREAS, in August of 1991, there was a coup d’état in an attempt to restore the Communist Party’s control in the Soviet Union. While the coup d’état failed, it caused growing concern over Ukraine’s ability to maintain its sovereignty; and
WHEREAS, in response, on August 24, 1991, the Ukrainian parliament adopted the Act of Independence of Ukraine (Act). The Act required that a national referendum be held to conclusively determine the will of the Ukrainian people; and
WHEREAS, on December 1, 1991 the referendum was held. With approximately 84% of eligible voters participating, more than 90% approved of Ukraine’s independence; and
WHEREAS, in June of 1992, the Ukrainian parliament voted to officially change Ukraine’s Independence Day from July 16th to August 24th; and
NOW, THEREFORE, BE IT RESOLVED, that we, the Board of Commissioners of the Metropolitan Water Reclamation District of Greater Chicago, on behalf of ourselves and our staff, do hereby recognize August 24th as Ukraine’s Independence Day; and
BE IT FURTHER RESOLVED, that this Resolution be spread upon the permanent Record of Proceedings of the Board of Commissioners of the Metropolitan Water Reclamation District of Greater Chicago.
