Issuance of seven (7) permits for seven (7) groups of agricultural fields for one (1) season terms in Fulton County, Illinois

Dear Sir:
At its January 17, 2008 meeting, the Board of Commissioners authorized the advertisement for public tender of bids for permits to use seven (7) groups of agricultural fields for one (1) season terms in Fulton County, Illinois.
There were a total of approximately 614.9 acres of agricultural lands which were divided into three (3) categories and subdivided into seven (7) groups for bidding purposes. There were approximately 66.7 acres of Cropland, 258.2 acres of Hay land, and 290 acres of Pasture being offered. The three (3) categories were subdivided as follows:
1. Cropland - One (1) group of fields for one (1) season term;
2. Hay ground - Three (3) groups of fields for one (1) season terms; and
3. Pasture - Three (3) groups of fields for one (1) season terms.
Advertisements for the “2008 Proposal for Issuance of Permits for Use of Agricultural Lands in Buckheart and Putman Townships in Fulton County, Illinois” for the seven (7) groups of fields were placed both in the Chicago Tribune and the Canton Daily Ledger.
Prospective bidders were able to pick up proposal packages and inspect sample permits at both Chicago and Fulton County offices of the District.
The opening of bids occurred as scheduled on Tuesday, February 19, 2008, at 11:00 a.m. at the Fulton County Prairie Plan Office. There was a total of 16 bidders.
According to the terms of the 2008 Bid Proposal, no bid was accepted unless the bidder had fully paid all monies owed to the District by the bid opening date of February 19, 2008.
For the seven (7) groups of agricultural fields, the Attorney, in consultation with the Purchasing Agent and after taking into consideration the recommendations of the Prairie Plan Office, recommends the award of the permits to the highest responsible bidders. Consequently, it is recommended that the award of permits be issued to the following:
CROPLAND F08A
One season permit commences April 1, 2008, and ends November 30, 2008. Permit fee is for the season April 1, 2008, to November 30, 2008.
F08A-15. Two (2) fields containing approximately 66.7 acres of cropland located in Buckheart Township. The field numbers are 31 and 34. There were three bidders with the highest responsible bidder being Mr. Larry Serven. The bids were as follows:

Upon the award of the proposed permits, Permittee shall pay to the District, as follows:
CROP: For the term commencing April 1, 2008 to and including November 30, 2008, the Permit fee shall be paid fifty percent (50%) on or before July 1, 2008, and fifty percent (50%) on or before October 1, 2008.
HAY: For the term commencing May 1, 2008, to and including September 30, 2008, the Permit fee shall be paid fifty percent (50%) on or before June 1, 2008, and fifty percent (50%) on or before August 1, 2008.
PASTURE: For the term commencing April 1, 2008, to and including November 15, 2008, the Permit fee shall be paid fifty percent (50%) on or before July 1, 2008, and fifty percent (50%) on or before September 1, 2008.
It is requested that the General Superintendent recommend to the Board of Commissioners that it authorize and approve the issuance of the above described permits; and that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permits after same have been approved by Attorney as to form and legality.
