Report on rejection of bids for Contract 08-RFP-10 Services of Onsite Training for Arc Flash Safety, estimated cost $43,000.00

Dear Sir:

 

On February 27, 2008, the request for proposals for Services of Onsite Training for Arc Flash Safety (08-RFP-10), was advertised and the proposal was received on March 21, 2008.  The following sole proposer submitted a response for consideration:

 

V. C. FRENCH, LLC

 

Two hundred ten (210) companies were notified of this request for proposal (RFP) being advertised and eighteen (18) companies requested proposal documents.

 

The review of this RFP by the Maintenance and Operations Department revealed that V.C. French, LLC did not propose training that is tailored to the District’s needs as specified in the RFP document.  Some deficiencies not addressed were:

 

                     Safety practices to prevent and protect against Arc Flash and working knowledge of the equipment to be maintained.

 

                     Determination of hazard Risk Categories.

 

                     Use of proper tools for working on live equipment.

 

The above items are only a few areas not addressed by the vendor.  The Maintenance and Operations Department recommends to reject the sole proposal.

 

Based on the above information, the Purchasing Agent concurs, and has informed V. C. French, LLC that their proposal is rejected in the public’s best interest.

 

The Maintenance and Operations Department will re-advertise this service with modifications to attract additional proposers.
