Contract documents and specifications have been prepared for Contract 27-970-11, Janitorial Services at Various Locations, at the request of the Maintenance and Operations Department.
The purpose of this contract is to provide janitorial services at the Stickney, Calumet, and Egan Water Reclamation Plants (WRPs), biosolids processing sites, and the Lockport Powerhouse for a two-year period. There will be four groups: Group A for the Stickney WRP and biosolids processing sites, Group B for the Lockport Powerhouse, Group C for the Calumet WRP, and Group D for the Egan WRP. Separate contracts could be awarded for each group.
The estimated cost of this contract is not to exceed $1,294,500.00. The estimated 2027 and 2028 expenditures are $608,500.00 and $686,000.00, respectively.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.
The Affirmative Action Ordinance Revised Appendix D will be included in Groups A, C, and D of this contract, and Appendix V will be included in Groups A and C. The type of work to be performed under the contract is within the “Miscellaneous Building Services” category for establishing utilization goals. The utilization goals for Group A of this contract are 20% Minority Business Enterprises (MBE), 10% Women’s Business Enterprises (WBE), and 3% Veteran’s Business Enterprise (VBE). The utilization goals for Group C of this contract are 20% MBE and/or WBE, and 3% VBE. The utilization goals for Group D of this contract are 20% MBE and/or WBE. The Affirmative Action Ordinance Revised Appendix D will not be included in Group B of this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

Completion December 31, 2028
Funds are being requested in Account 101-69000-612490 and are contingent upon the Board of Commissioners’ approval of the District’s budget for 2027 and 2028.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 27-970-11.
