Authority to issue a 5-year Permit to the City of Blue Island (“City”) to install, maintain, repair, operate and remove 6 anchors of a buoy anchor system in the waterway and the banks between Chatham Street and Fay’s Point along the Calumet Sag Channel in the Village of Calumet Park and in Blue Island, Illinois. Consideration shall be a nominal fee of $10.00

Dear Sir:
The City has requested to install, maintain, repair, operate, and remove 6 anchors in the waterway and seawall between Chatham Street and Fay’s Point, along the Calumet-Sag Channel in the Village of Calumet Park and the City of Blue Island, Illinois. The anchors are part of a buoy anchor system that creates five rowing lanes for rowing competition events in the Channel. In October 2007, October 2008, and April 2009, the Board of Commissioners (“Board”) granted the City the use of the District land along the Cal-Sag banks for two college women’s rowing events and one college men’s rowing event.
On October 26, 2008, the City contracted with Precision Racing of Cincinnati, Ohio, and then installed an anchor buoy system that consists of ½-inch expansion bolt anchors placed into the sea wall at 5 different locations with a cable attached to the bolt head that attaches to the anchor on the water floor. One final anchor is a ½-inch bolt affixed in a large piece of riprap on the shore because the riprap extended too far into the canal to get a driven anchor in. The anchors in the water floor are 4-inch arrow point anchors with a cable attached to the arrow. The City obtained the approval of the Army Corps and Coast Guard prior to installation of the anchors.
The City will be responsible for the function, maintenance, and replacement of the buoy anchor system as needed. The anchors will remain the property of the City and the City will be responsible for their removal if the City ceases to sponsor rowing events in the Channel. The City would be prohibited from relocating the anchors without the District, the Coast Guards, and the Army Corp of Engineers consent. The permit will require the standard liability insurance from the City. The District’s technical departments have no objections to issuing the permit, and the Engineering Department has confirmed the locations of the anchors based upon the contractor’s longitude and latitude coordinates as follows:

Consideration for the permit shall be a nominal fee of $10.00 because the events have been primarily public recreational events and the City reports it does not realize a profit from either the rowing events or related activities.
It is requested that the Executive Director recommend to the Board that it authorize and approve the issuance of a 5-year Permit to the City to install, maintain, repair, operate, and remove 6 anchors of a buoy anchor system in the waterway and seawall between Chatham Street and Fay’s Point along the Calumet Sag Channel in the Village of Calumet Park and the City of Blue Island, Illinois; consideration shall be a nominal fee of $10.00.
It is further requested that the Executive Director recommend to the Board that it authorize the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.
