Contract documents and specifications have been prepared for Contract 15-266-3F Thornton Reservoir Valve Shaft Chamber Cone Valve, Crane and Drip Ceiling Rehabilitation. 

 

The purpose of this contract is to rehabilitate several items related to the existing valve shaft for the Thornton Transitional Reservoir dewatering tunnel, in addition to the completion of the remaining work related to the final preparation of the Thornton Composite Reservoir and miscellaneous work for the Calumet Service Area.

 

Several items associated with the existing valve shaft, including the 25-ton crane and 42-inch cone and knife gate valves, were placed into service in 2003 as part of the Thornton Transitional Reservoir project (Contract 77-235-BF).  After 13 years of use, rehabilitation is now required on both the crane and valves.  Under harsh conditions, the crane does not operate and the valves are not fully functional.  A new fiberglass reinforced plastic drip ceiling will be installed to divert groundwater and maintain the life of the newly-installed crane.  The valves will be rehabilitated to allow continue dewatering of the Thornton Transitional Reservoir.   

 

The work for which tenders are invited consists of furnishing all material, labor and equipment required for the following items:

 

                     Valve Chamber rehabilitation that includes:

o                     Demolition of the existing 25-ton crane and crane rail

o                     Installation of a new 25-ton crane system with corrosion resistant materials or coatings that includes a special hoist to reach the existing knife gates

o                     Installation of a new crane rail

o                     Installation of an FRP drip ceiling

o                     Re-coating of the existing 42” diameter piping

o                     Re-coating and re-packing of the existing four 42” knife gates

o                     Modifications to the existing concrete pedestals supporting the torque units of the cone valves

                     Lining of Thorn Creek Upper Connection Tunnel

                     Rock scaling and installation of rock support in the Thorn Creek Diversion Tunnel

                     Construction Shaft concrete repairs

                     Installation of stone pathways at groundwater monitoring wells TB-118, TB-122, and TB-123 on the west side of the Thornton Composite Reservoir and at groundwater monitoring well TB-121 on the north side of the Thornton Composite Reservoir

                     Replacement of the existing concrete pad for groundwater monitoring well TB-124 on the north side of the Thornton Composite Reservoir

                     Installation of radar and new electrical ductbanks for drop shafts CDS-39, CDS-55, and the work shaft at Indiana Avenue/140th Street

                     Installation of replacement flap gates, supplied by the District, for drop shaft DS-P1 for the 39th Street Conduit

 

It is estimated that 30 jobs will be created as a result of award of this contract, with an estimated 5,829 man-hours of skilled trades utilized.

 

The estimated cost for this contract is $3,000,000.00.

 

The bid deposit for this contract is $150,000.00.

 

The contract specifications require that all work shall be completed within 370 calendar days after approval of the contractor's bond.  Liquidated damages are $500.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

The Multi-Project Labor Agreement will be included in this contract. 

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract.  The type of work to be performed under the contract is within the "General and Heavy Construction" category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and/or Small Business Enterprises (SBE) utilization goals. The MBE, WBE and/or SBE utilization goals for this contract are: 20 percent MBE, 10 percent WBE, and 10 percent SBE.

 

The tentative schedule for this contract is as follows:

Bid Opening                     June 7, 2016

Award                     August 4, 2016

Completion                     August 4, 2017

 

Funds are available in Accounts 401-50000-645720 and 645620.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 15-266-3F.
