Dear Sir:
Contract documents and specifications have been prepared for Contract 25-624-21, HVAC and Sludge Pump Improvements at Various Locations, at the request of the Maintenance and Operations Department.
The purpose of this contract is to rehabilitate heating, ventilation, and air conditioning systems at the O’Brien, Kirie, and Egan Water Reclamation Plants. The work consists of removing old systems and furnishing and installing new HVAC systems. The contract also includes replacing sludge pumps at the Calumet and Egan Water Reclamation Plants. There will be two groups: Group A for HVAC rehabilitation and Group B for sludge pump replacement. Separate contracts could be awarded for each group.
The estimated cost of this contract is $19,945,900.00. The estimated 2025, 2026, 2027, and 2028 expenditures are $500,000.00, $8,995,900.00, $7,650,000.00, and $2,800,000.00, respectively.
The bid deposit for this contract is $600,000.00.
The Multi-Project Labor Agreement (MPLA) will be included in this contract.
The Affirmative Action Ordinance Revised Appendix D and Appendix V will be included in this contract. The type of work to be performed under the contract is within the “General Construction” category for establishing utilization goals for Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE). The utilization goals for this contract are 20% MBE, 10% WBE, and 3% VBE for each Group. A supplier’s exception is recommended for Groups A and B. The requirements of the Special Training Provisions for Apprentices are 510 minority hours and 180 female hours for Group A and 370 minority and/or female hours for Group B.

Funds for 2025 are available in Account 201-50000-645780. Funds for 2026, 2027, and 2028 are contingent on the Board of Commissioners' approval of the District's budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-624-21.
