Dear Sir:
Authorization is requested to issue a purchase order to Contemar Silo Systems Inc., to furnish and deliver replacement silo bags for the phosphorus recovery system at the Stickney Water Reclamation Plant. The requested silo bags hold the harvested phosphorous pellets prior to being bagged for shipping. The purchase order will expire on December 31, 2020.
Contemar Silo Systems Inc., the sole provider of the replacement silo bags, has submitted prices for the bags. Inasmuch as Contemar Silo Systems Inc., is the only source of supply for the bags required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
Contemar Silo Systems Inc., is located in Concord, Ontario, Canada and is not registered to transact business in Illinois. The Department of Procurement and Materials Management has a request from the Director of Maintenance and Operations to move forward with the recommendation to award.
The Multi-Project Labor Agreement is not applicable because this is primarily a furnish and deliver contract.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order to Contemar Silo Systems Inc., in an amount not to exceed $62,800.00.
Funds are available, in Account 101-69000-623270.
