Dear Sir:
Request for proposal documents have been prepared for a provider of pre-employment physical examinations, post-offer physical assessments and related services at the request of the Human Resources Department.
The purpose of this contract is to select a vendor to perform the following services: pre-employment medical examinations and drug tests as part of the pre-employment screening process; return-to-work medical examinations and drug tests; and post-offer physical assessments for physically demanding jobs. The District conducts 150 - 175 pre-employment physicals each year. Approximately 50 of these candidates also receive the post-offer physical assessment to ensure the candidate can perform the essential functions of a physically demanding job classification. The contract will cover the period from January 1, 2027 through December 31, 2029.
The estimated cost for this contract is $150,000.00. The estimated 2027, 2028, and 2029 expenditures are $50,000 annually.
No bid deposit is required for this request for proposal.
The Diversity Section reviewed the request for proposal and concluded that Affirmative Action Ordinance Revised Appendix A and Appendix V goals will not apply since these services are typically performed by a single provider at the provider’s facility which does not allow for subcontracting opportunities.
The tentative schedule for this contract is as follows:
Advertise July 1, 2026
Proposals Received July 31, 2026
Award October 15, 2026
Completion December 31, 2029
Funds will be requested in Account 101-25000-612260 for the 2027, 2028, and 2029 budget and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-RFP-08.
