Dear Sir:

 

On May 1, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 25-605-21, Lockport Powerhouse Tailrace Barrier.

 

In response to a public advertisement of August 13, 2025, a bid opening was held on September 23, 2025. The bid tabulation for this contract is:

 

GLOBAL INFRASTRUCTURE LLC D/B/A CHICAGO                     $203,946.00

UNDERWATER

LAKES & RIVERS CONTRACTING INC                     $295,000.00

J F BRENNAN CO INC                     $408,565.00

 

Global Infrastructure LLC dba Chicago Underwater (Chicago Underwater), the lowest responsible bidder for this contract, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $208,000.00, placing the bid of $203,946.00, approximately 1.9% below the engineer’s estimate.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V were not included in this contract due to the specialized nature of the work involved and the lack of availability of MBE/WBE/VBE contractors to perform the scope of work.

 

Chicago Underwater has executed the Lockport Controlling Works Project Labor Agreement (LPLA) certificate as required. It is anticipated that the following construction trades will be utilized on this contract:  operating engineers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will employ approximately three (3) people for these services.

 

The contract will commence upon approval of the contractor’s bond and terminate twelve (12) months thereafter, or upon expenditure of available funds, whichever occurs sooner.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 25-605-21, to Global Infrastructure LLC dba Chicago Underwater, in an amount not to exceed $203,946.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2025 expenditure, in the amount of $203,946.00, are available in Account 201-50000-645620.
