TRANSMITTAL LETTER FOR BOARD MEETING JANUARY 8, 2026

COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Executive Director

Title

Authorization to exercise the option to extend and amend agreement with EnerConnex, LLC for Contract 20-RFP-18, Management Services to Perform Real time Energy Reverse Auctions and Advisory Services

Body

Dear Sir:

At the Board meeting of March 18, 2021, the Board of Commissioners authorized the Director of Procurement and Materials Management to enter into an agreement for Contract 20-RFP-18, Management Services to Perform Real time Energy Reverse Auctions and Advisory Services, with EnerConnex, LLC. The agreement provided for a five (5) year base term ending June 1, 2026, with a one-time option to extend for an additional five (5) years.

The Maintenance and Operations Department respectfully requests authorization to exercise the option to extend the existing agreement for an additional five-year period commencing June 2, 2026, and ending June 1, 2031. The extension will be under the same terms and conditions as the current agreement.

EnerConnex will continue to be compensated directly by the successful energy suppliers at a rate of $0.05 per dekatherm (Dth) for natural gas and $0.00018 per kilowatt-hour (kWh) for electricity, over the life of the contracts awarded as a result of services provided. Accordingly, no District funds will be required for this agreement extension. Fees paid to EnerConnex will be based on the actual amount of natural gas and electricity used. From 2021 through 2024, the District recorded an average annual consumption of approximately 579,000,000 kWh of electricity and 339,000 Dth of natural gas. Based on this usage, EnerConnex is projected to realize annual collections of approximately $104,000.00 for electricity services and $17,000.00 for natural gas services.

EnerConnex has consistently provided excellent service to the District in the procurement of electricity and natural gas. Their expertise in energy markets has been instrumental in developing, advertising, and conducting real-time online reverse energy auctions for District facilities. These services have been provided at no upfront risk or cost to the District.

Therefore, it is requested that the Board of Commissioners authorize the Director of Procurement and Materials Management to extend and amend the existing agreement with EnerConnex, LLC, to continue providing these services.

Requested, Pinakin V. Desai, Acting Director of Maintenance and Operations, MFM

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management

Respectfully Submitted, Precious Brady-Davis, Chairperson Committee on Procurement
