Dear Sir:
On May 21, 2026, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 26-363-11 for public tender of bids a 14-year lease on approximately 9 acres of District real estate located at 6400 Canal Bank Road in Forest View, Illinois; Main Channel Parcel 37.07.
In response to a public advertisement of July 29, 2026, a bid opening was held on August 18, 2026.
The bid tabulation for this contract is:
OLDCASTLE APG SOUTH INC. DBA NORTHFIELD $323,000.00
BLOCK COMPANY
The sole bid is being rejected. This contract is required to be advertised three (3) separate days in the newspaper per District statute. It was scheduled with the Chicago Tribune (Tribune) to be advertised on July 29, 2026, August 5, 2026, and August 12, 2026. On August 18, 2026, after the bid opening, the Tribune sent an email which indicated that they made an error. The Tribune did not advertise the contract on three separate days, but three (3) times on July 29, 2026 in the newspaper. The Tribune apologized for the error.
Therefore, based on the above information, the bid submitted by Oldcastle APG South, Inc dba Northfield Block Company is rejected in the public’s best interest. The Director of Procurement and Materials Management has notified the bidder of this action.
The contract will be re-advertised in the near future.
