Dear Sir:
The Cook County Department of Transportation and Highways (“CCDOTH”) has a permit to remove soil from stockpiles located on a portion of the District’s Majewski Reservoir Site to use for the construction of the Touhy Avenue segment of the Elgin O’Hare Western Access Project. The permit commenced March 1, 2018, and, as amended, expires February 28, 2026.
Construction has yet to begin on CCDOTH’s project due to multiple delays with securing land agreements, but is scheduled to be let in mid to late 2025. CCDOTH anticipates the construction will be completed within four years, but is requesting a five-year term in case there are unforeseen circumstances.
The Mount Prospect Park District (“MPPD”) leases this parcel under a public recreational lease that commenced December 1, 2000, and expires November 31, 2050. MPPD has no objections to the permit.
The District’s technical departments have reviewed this extension request and have no objections thereto. This soil removal is beneficial to the District as well because it makes the site more usable and frees up space for the upcoming Majewski Reservoir Rehabilitation Project. Accordingly, a nominal fee of $10.00 is recommended.
It is requested that the Acting Executive Director recommend to the Board of Commissioners that it issue a five-year permit extension to the Cook County Department of Transportation and Highways to continue to use a 15.5± acre portion of the Majewski Reservoir Site to access and remove soil for the construction of the Touhy Avenue segment of the Elgin O’Hare Western Access Project. Consideration shall be a nominal fee of $10.00.
It is also requested that the Acting Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit extension agreement after it is approved by the General Counsel as to form and legality.
