Second Meeting of the 2023-2024 Metropolitan Water Reclamation District of Greater Chicago’s Committee on Local Government Efficiency

Dear Sir:

 

In accordance with the Decennial Committees on Local Government Efficiency Act, 50 ILCS 70/1 et seq., (the “Act”), the Metropolitan Water Reclamation District of Greater Chicago (MWRD) established a committee to study local efficiencies and report recommendations in writing to the Cook County Board (the “Committee”).  The Committee is required to meet three times and prepare a report to be filed with the Cook County Clerk before November 18, 2024.

 

On May 18, 2023, the Committee was formed and met for the first time.  As required under Section 20 of the Act, the first meeting was noticed in conformance with the Illinois Open Meetings Act, was listed as an item on the MWRD Board of Commissioners’ regular meeting agenda, and a majority of the members of the Committee were present.

 

Since the first meeting, the MWRD’s governing statutes, ordinances, rules, procedures, powers, jurisdiction, shared services, intergovernmental agreements, and relationships with other governmental units and the State of Illinois were reviewed.  A report on the MWRD’s intergovernmental cooperation (the “Report”) has been prepared.

 

This is the Committee’s second meeting.  At this second meeting, Committee members may discuss, provide comments or make recommendations on the Report and residents will again be surveyed for their input.  A third and final meeting will be in October, and authority to file the Report with the Cook County Clerk will be sought at that meeting. Once the Report has been filed, the Committee will have fulfilled its requirements under the Act.
