TRANSMITTAL LETTER FOR BOARD MEETING OF AUGUST 6, 2020

COMMITTEE ON PENSIONS, HUMAN RESOURCES AND CIVIL SERVICE

Mr. Brian A. Perkovich, Executive Director

Title

Recommendation to authorize Juneteenth as an Additional Holiday employees may select

Body

Dear Sir:

Juneteenth, celebrated on June 19th, is an annual holiday which commemorates the anniversary of the date that slaves in Galveston, Texas were informed that they were free.

The District’s Holiday Procedure for Non-Represented Employees allows employees a choice of selecting one of the days preceding or following Thanksgiving Day, Christmas Day or New Year’s Day as an Additional Holiday. The District’s collective bargaining agreements have similar provisions granting a choice of one additional holiday during the holiday season.

In recognition of the importance of Juneteenth as the oldest known celebration of emancipation of slaves in the United States and the freedom, achievement, and racial equality it symbolizes not only for the descendants of former slaves, but for all Americans, I recommend that the Board of Commissioners authorize Juneteenth as an Additional Holiday employees may select.

Requested, Beverly K. Sanders, Director of Human Resources, BS:STM:JBM:mv
