Title: Authority to negotiate intergovernmental agreements for the acquisition of flood prone properties in Des Plaines, Northlake, Palos Hills, Palatine Township, and Prospect Heights

TRANSMITTAL LETTER FOR BOARD MEETING OF APRIL 16, 2020

COMMITTEE ON STORMWATER MANAGEMENT

Mr. Brian A. Perkovich, Executive Director

Title

Authority to negotiate intergovernmental agreements for the acquisition of flood prone properties in Des Plaines, Northlake, Palos Hills, Palatine Township, and Prospect Heights

Body

Dear Sir:

The Engineering Department recently invited each municipality and township within Cook County to submit applications for potential flood-prone property acquisition projects. Of the eight applications submitted, five of those projects meet the requirements of the District’s Flood-Prone Acquisition policy adopted by the Board of Commissioners on August 7, 2014.

The five projects consist of fifty-two (52) flood-prone properties in the municipalities of Des Plaines, Northlake, Palos Hills, Prospect Heights, and in Unincorporated Palatine Township.

Based on the foregoing, it is requested the Board of Commissioners grant authority for the District to negotiate Intergovernmental Agreements (IGAs) with the municipalities of Des Plaines, Northlake, Palos Hills, Prospect Heights, and Palatine Township and the Cook County Land Bank Authority (as Palatine Township’s agent) for the acquisition of flood-prone properties. Once the parties agree in principle, authority to enter into individual IGAs will be sought from the District’s Board of Commissioners.

Requested, Catherine A. O’Connor, Director of Engineering

Recommended, Brian A. Perkovich, Executive Director
