Dear Sir:

 

On January 4, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 22-903-21, Centrifuge Improvements at the Stickney Water

Reclamation Plant.

 

In response to a public advertisement of December 11, 2024, a bid opening was held on January 28, 2025. The bid was rejected as reported at the March 20, 2025, Board meeting.

 

In response to a public re-advertisement of April 30, 2025, a bid opening was held on June 3, 2025. The bid tabulation for this contract is:

The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited. A planholders’ survey revealed the following reason for not bidding: do not provide the services required. In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.

 

William T. Connelly, Inc. dba Connelly Electric Co.(Connelly), the sole bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $5,451,597.00, placing their bid of $5,450,000.00, approximately 1% below the engineer’s estimated cost.

 

Connelly has executed the Multi-Project Labor Agreement (MPLA) Certificate as required. It is anticipated that the following trades will be utilized on this contract: electrician, laborer, operator, and carpenters. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) utilization goals for this contract are 13% MBE and 7% WBE.

 

Connelly is in compliance with the Affirmative Action Ordinance Revised Appendix D as indicated on the attached report. The bidder has committed to the following utilization goals for this contract: 13.1% MBE and 7.1% WBE.

 

Appendix C and Appendix K do not apply.

 

The contract will employ approximately ten (10) to twelve (12) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 22-903-22 to William T. Connelly, Inc. dba Connelly Electric Co., in an amount not to exceed $5,450,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

The contract specifications require that all work commence after approval of the contractor’s bond and shall be completed within 900 calendar days after approval of the contractor’s bond or upon expenditure of available funds, whichever occurs sooner.

 

Funds for 2025, in the amount of $500,000.00 are available in Account 201-50000-645750. Funds for 2026, in the amount of $2,550,000.00 and funds for 2027, in the amount of $2,400,000.00 are contingent to Board approval of the District's budget for those years.
