Authority to commence statutory procedures to lease 11.3+ acres of District real estate located south of the Main Channel between I-355 and Lemont Road/State Street in Lemont, Illinois; Main Channel Parcels 22.04 and 22.05

Dear Sir:
ACBL Transportation Services LLC (“ACBL”) leases 7.2+ acres of District real estate located south of the Main Channel between I-355 and Lemont Road/State Street in Lemont Illinois; Main Channel Parcel 22.04 under a lease that commenced January 1, 1976, and expires December 31, 2020. The lease includes a 20’ wide seawall located along the Main Channel adjacent to Main Channel Parcel 22.05. ACBL currently uses the subject site for fleeting and mooring barges. The current annual rent is $48,000.00 ($6,666.67 per acre).
ACBL now requests to continue leasing Main Channel Parcel 22.04 and also lease adjacent Main Channel Parcel 22.05 comprising 4.1+ acres for these same purposes. Parcel 22.05 is currently vacant.
The District’s technical departments have reviewed this lease request and have indicated that the subject site is not currently needed for corporate use and that they have no technical objections thereto.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the General Counsel to commence statutory procedures to lease 11.3+ acres of District real estate located south of the Main Channel between I-355 and Lemont Road/State Street in Lemont, Illinois; Main Channel Parcels 22.04 and 22.05 upon the terms and conditions set forth herein.
