Dear Sir:
Stephen Scannell is an Electrical Mechanic who works out of the Stickney Water Reclamation Plant. He had severe pain in both arms as a result of performing his duties. Diagnostic tests revealed he had bilateral cubital tunnel syndrome with epicondylitis of both elbows.
After failed conservative measures, Mr. Scannell underwent a left carpal tunnel release and a medial epicondylectomy of the left elbow on February 16, 2010. He underwent a course of physical therapy post injury. On May 21, 2010, Mr. Scannell underwent right carpal tunnel and cubital tunnel surgeries along with a right medial epicondylectomy. Following these procedures, he underwent additional physical therapy. He was released back to full duty work effective September 9, 2010. Mr. Scannell lost a total of 37-2/5th weeks from work for this injury.
Mr. Scannell is represented by an attorney. Subject to the approval of the Illinois Workers' Compensation Commission, this claim can now be settled for a total of $103,945.59, which represents 15% loss of use of each hand, 17.5% loss of use of the left arm, and 20% loss of use of the right arm. The settlement will close out all future medical exposure for this claim.
The General Counsel believes this settlement is in the best interest of the District and requests payment of that sum be approved and he be authorized to execute such documents as may be necessary to effect the settlement.
